If a quest is not starting, check the script requirements in the interface (they are often higher than OSRS requirements).

Quest Resuming
Every quest can be resumed from almost any state. However, if untradeable quest item(s) have been lost from the bank, the quest will likely be unable resume until the item(s) are manually re-obtained. If the need for an item is not guaranteed, the quest will try to resume anyway and give up quickly if it turns out to be needed. These are not bugs!
Quest Priority
Some particularly important quests are more likely to be rolled than others. The user can also set their own (much stronger) priorities by right clicking the silver/gold arrows next to the quest names in the interface. A gold arrow pointing up indicates high priority set by the user.
